I painted the picture on 5mm MDF board with acrylic paints, cut the openings to be illuminated using a fretsaw, and attached plexiglass. Behind it, I installed an LED circuit powered by batteries (3 AA batteries) or a 220V-5V power supply. I made the embossed frame out of wood and hand-painted it by hand
